The Ministry of Education of Mecklenburg-Western Pomerania has issued an order dated 04.11.2021 regulating how business trips are to be handled in the current situation. The following regulations apply to the UR.

Business trips abroad

A strict standard must still be applied to the approval of business trips.

Business trips abroad continue to be subject to careful case-by-case examination and risk assessment by the approver, which includes the necessity of a business trip.

Business trips to high-risk and virus variant areas designated by the RKI continue to be excluded.

The Rector has delegated the review of the justification and the granting of exemptions to the Deans or Heads of Facilities. It is possible to pass on the delegation responsibly within the faculty.

Also due to the amendment of the State Travel Expenses Act MV as of July 1, 2021, approval is only to be granted if an urgently required official business cannot be completed in any other way. As far as possible, technical alternatives to business trips, such as telephone or video conferences, are to be used.

If presence events are necessary, the generally known AHA+L rules (distance, hygiene, everyday masks, ventilation) must be observed. In this context, the situation assessments of the Robert Koch Institute, in particular regarding risk areas with an increased risk of infection, must be observed.

The urgency and necessity of the official business must be justified informally by the employee and assessed within the framework of the approval. The justifications that led to the respective decision are to be kept in the areas. They are not to be attached to the business trip application and are to be submitted to the travel cost center.

Business trips for further education and training

Reimbursement of expenses in the case of cancellation of missions

Each employee is obliged to keep the costs to be reimbursed as low as possible. Costs already incurred are to be financed from funds of the division.
This means in particular:

  • Services already booked (e.g. train journey, hotel, conference fee etc.) are to be cancelled.
  • After cancellation, the business trip will be settled in the usual way. Booking and cancellation of services as well as the cancellation of the event must be documented by documents (cancellations, confirmations, bank statements, etc.).
  • The costs incurred will be reimbursed in full from the department's funds.
